PUBLIC BUDGET HEARING
NOVEMBER 13, 2006
The Public Hearing on the Proposed Town of Coon budget for 2007 was held at the Coon Town Hall on November 13, 2006 at 7:30 p.m.
Present: Wyman Cade, Kenneth Larson, Ernest Haugen, Dick Nestingen, Janice Lee, Burton Lee, Joseph Haugen, Mary Sutton, John Sutton, Diane Elsen, Tom Elsen, Larry Leum, Sheri Allen, Ron Allen, Orville Stendahl, Larry Strangstalien, Donna Bean, Richard Bean, Dave Amundon, Ruth Amundson, David Marks, Craig Storm, Jan L Ihle, Frank Baker, Orlan Bakkum, Leon Minor, Lorraine Bakkestuen, Peggy Fortun, Martin Erlandson, Curt Brye.
Chairman, Orlan Bakkum opened the meeting and presented the proposed 2007 budget for the Town of Coon as printed in the Westby Times. He also made note of the decreases in the budget and the budget levy. Also he explained several items where the budget decreased and those that increased. He also explained about the proposed sand and salt structure which is not included in the proposed 2007 budget. He had on good authority that fines may be imposed on those not complying with getting the sand and salt on a slab and building. The total cost of one estimate he had received was in the amount of $170,961.00. This inlcluded slab and building costs.
Frank Baker wondered if they could just build the pad for the sand and salt and do they have a date to be in compliance. Orlan did not have a date but said fines would be imposed
John Sutton wondered when the report was received that Orlan talked about. Orlan said they have had to report to the county for about 15 years.
Donna Bean wondered where the proposed figures come from. Orlan said they all came from local vendors and supplied her with that information The figures were only for this meeting and that the “specs” were taken from Vernon County building of one their sand and salt sheds.
Frank Baker wondered why we needed such a large building. Orlan said that the town filled out a sand and salt report monthly and it consituted about 2000 yards.
Dick Nestingen said his taxes went up about 50%. Orlan told him he had to talk to the assessor about his land valuation.
It was asked where the building for sand and salt would be located. Orlan presented drawings of where it would be placed to minimize salt run off.
Ruth Amundson wondered how long the sand and salt would be stored. Orlan said if they bought in the off season-the price would be cheaper.
John Sutton asked why the Town of Coon taxes were so much higher. Orlan said we were still paying off the sealcoat loan and resealing scheduled roads each year. This year the price of oil was much higher therefore the cost for resealing much higher. It was up to the town board to establish when the roads are resealed.
Frank Baker said that the township didn`t have to reseal so often. The town should wait until cracks were visible and deep and then reseal.
David Marx said that the township should spread the cost of repaying a loan on the sand and salt structure over 20 years to minimize the amount the township had to pay each year.
Curt Brye asked when there would be a reassessment and could they reassess more often.? Orlan said in the year of 2010. Every 5 years. .
David Amundson said it would cost more .
Ernest Haugen asked what not staying below 2% would do? Orlan said it would not apply to our township but as far as he understood revenue sharing would be cut dollar per dollar over the 2% increase allowed.
No more comments received and the public hearing on the 2007 budget for the Town of Coon was closed.
Chairman, Orlan Bakkum opened the special meeting following the budget hearing.
Moved by Ernest Haugen seconded by Frank Baker to have a ballot vote on motion made by Frank Baker and seconded by Tom Elsen to pay the town board $35 dollars per diem. Tellers appointed: Dave Marx, Dave Amundson and Frank Baker. The motion to have paper ballots passed.
The motion did pass to pay the town board $35 per meetings attended.
Moved by Frank Baker, seconded by Tom Elsen to raise the Town of Coon Clerk`s wages by $3,000 which would raise the clerk`s pay to $7,650 per year. Richard Nestingen wondered why the raise now and not before. Orlan said it had not come up.
A show of hands called for and the motion passed by a majority of those present.
Moved by Larry, seconded by Dave Marx to raise the Town of Coon Treasurer`s salary by $3,000 which would raise the salary per year to $6,950.
A show of hands called for and motion passed by a majority of those present.
Wyman Cade made the motion to give the clerk and treasurer $35.00 per diem for extra meetings,seconded by Larry Strangstalien. Frank Baker called for a ballot vote, seconded by Dave Amundson all aye. Nineteen voted no ten yes. Motion did not pass.
Moved by Larry Strangstalien, seconded by Wyman Cade to approve the highway expenditures as proposed in the budget in the amount $321,000 Frank Baker commented on the increase in the price of oil. It was asked why not have the patrolman patch instead of Scott Construction. Orlan said it was in the proposed bid received from Scott Construction and through the year Dale did some patching on roads. Ninteen votes approved the highway expenditures by a show of hands.
Moved by Wyman Cade, seconded by Frank Baker to approve the town levy of $370,642.80. Seventeen votes to approve the levy. The motion passed
Dave Marx said to delay getting bids on sand and salt structure whether DOT mandated it or not.
Township could be subject to fines of $1,000 per day if a pad was not in place.
Dave Amundson said to get all bids on one contract and not several vendors.
Curt Brye commented that there were many shapes and sizes that could be investigated.
Larry Strangstalien asked if we could table action on the sand and salt structure until the annual meeting in April. Orlan said it should be built between April and October.
Moved by Dave Marx, seconded by Frank Baker to make the decision at the annual meeting in April. Majority ruled and motion passed.
Ken Larson asked about a light at Cut-A-Cross road. Leon said that due to the by pass project it would not be feasible.
Moved by Dave Amunson, seconded by Larry to close the Special Meeting. All ay. Motion carried.

MINUTES OF TOWN OF COON BOARD OF SUPERVISORS MEETING
NOVEMBER 14, 2006
The Town of Coon Board of Supervisors met at the Coon Town Hall on November 14, 2006 at 1:00 p.m.
Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors, Dale Haugrud, patrolman, Jan L Ihle, treasurer and Lorraine Bakkestuen, clerk.
Moved by Leon, seconded by Craig to accept the copy of the minutes of the previous regular Town of Coon Board meeting. All aye. Motion carried.

Dale reported that the township had about 1800 yards of salt and sand.
No fire calls had been made.
No feed back had been received on Smarth Growth project.
Orlan reported that work was being done on the new fire call van. They were waiting on selling the old van.
Troy Morey needed to fix the existing road they had built so that a more flat surface could be attained before entering township road.
Another voting machine had been ordered.
Bids should be received this winter and brought to the annual meeting in April for the sand and salt structure.
Clerk to send certified letter to James Green on the raise on rent from $300 per month to $450 per month.
Orlan commented on the good attendance at the Town of Coon Proposed Budget Hearing
Moved by Craig, seconded by Leon to approve the proposed levy for the Town of Coon.
The next regular Town of Coon Board of Supervisors meeting set for December 12, 2006 at 1:00 p.m. at the Coon Town Hall.
Leon had gone to the highway by pass meeting...Three places had already been purchased.
Clerk to bill Art Theige for new fire and road sign.
