MINUTES OF TOWN OF COON BOARD OF SUPERVISORS MEETING
APRIL 13, 2009
The Town of Coon Board of Supervisors met at the Coon Town Hall on Tuesday, April 13, 2009 at 1:00 p.m.
Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors,Janice L Ihle, treasurer, Lorraine Bakkestuen, clerk and Dale Haugrud, patrolman.
Minutes of March 10, 2009 Board of Supervisors meeting corrected to include budgeted amount of $130,000 for resealing of roads in 2009. Minutes of Town of Coon Board of Supervisors meeting held on April 13, 2009 were approved Motion made by Leon, seconded by Craig. All aye. Motion carried.

Moved by Craig, seconded by Leon to accept the treasurer`s report. All aye. Motion carried.
No sand and salt removed.
No building permits issued.
No fire reports.
Motion to pay claims made by Leon, seconded by Craig. All aye. Motion carried.
Orlan reported that nothing new on Fire Station addition.
The Dept. of Administration of Wisconsin had checked Town of Coon Comprehensive Plan in 2007 and would like to check it again after items needed to be addressed. Stadleman from the Towns Association said that some items do not apply to the Town of Coon. Leon had added items which apply to the Town of Coon. Once completed copies would be made along with required maps. Copies would be given to board members, Smart Growth committee members, schools, neighboring townships and county. Board members would meet with Smart Growth committee members followed by public hearings on the plan. Those that gave grant money would also receive a copy. The nine elements stipulated to be in the plan were addressed. Orlan would go to Insty-Prints and get copies made of the Comprehensive Plan. The board, zoning committee and the Plan Committee would go through the Plan on April 29, 2009 at 7:30 p.m. at the Coon Town Hall. Public Hearings would follow.
Pat Sterling had questions on rezoning of her property. She would keep 12 acres and sell 68 acres of land.
The next regular Board of Supervisors meeting will be held at the Coon Town Hall on May 11, 2009 at 7:30 p.m.
Greg Kinserdahl would have to fix his fence so that cattle would not go on to the neighbors property.
Load limits on roads would be lifted on April 20, 2009.
James McQuin is giving up his position as Zoning Administrator. A discussion was held on the compensation and mileage for this position.
Motion made by Leon, seconded by Craig to accept the Kraemer Company contract. All aye. Motion carried. Contract was signed.
Jerry Kins, assessor for the Town of Coon had recommended a revaluation of property in 2011.
Motion to adjourn the meeting made by Craig, seconded by Leon. All aye. Motion carried.

TOWN OF COON ANNUAL MEETING
APRILL 14, 2009
The Town of Coon Annual Meeting was held at the Coon Town Hall on April 14, 2009 at 7:30 p.m.
Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors, Lorraine Bakkestuen, clerk; Janice L Ihle, treasurer, Orville Stendahl, Wyman Cade, David Marks, and Ruth Amundson.
Chairman, Orlan Bakkum, opened the meeting.
Minutes of April 10, 2008 annual meeting was read by the clerk. Motion to approve the minutes made by Orville Stendahl, seconded by Wyman Cade. All aye. Motion carried.
The financial report was read by the clerk, Lorraine Bakkestuen. Ruth Amundson asked what managed forest lands were. Orlan explained that a plan had to be in place for the forest land before it can be placed in managed forest land. After which a reduced tax would be applied to these lands.
Ruth Amundson asked the treasurer, Jan L Ihle what percentage of dogs were licensed in the Town of Coon. Jan did not have a percentage amounto to give her be she sai Town of Coom licensed more dogs than other townships.
Motion to accept the Town of Coon Financial Report made by Leon Minor, seconded by Orville Stendahl. All aye. Motion carried.
Old Business
Orlan listed the roads to be resealed in 2009 Olstad Rd, Langaard Ln, Dodson Hollow Rd
Zitzman Ln, Bean Ln, Stafslien Ln, Schultz Ln,Engh Ct., Thompson Ln, Stendahl Ln, Engh Ln, Traastad Ln, Berger Ln, Tomten Ln and Neprud Rd.
They would try to keep within budgeted amount of approximately $130,000. Craig had measured road widths and compared them to the bid amount made by Scott Construction.
FEMA funds received in January 2009 for flood damage incurred in 2008 in the amount of $46,264.91 issued by Dept. of Military Affairs for FEMA.
The Town of Coon Comprehensive plan is ready to go to the Zoning Committee and Smart Growth Committe. A public hearing would be scheduled and hope to be adopted at the June meeting. If someone wanted to have over 250 animal units would have to come to the town board. The plan included the 9 elements required by the Dept. of Administration.
The fire association is still working on plan for the fire station. They are holding off to see if there was a posibility of getting federal stimulus money.
The township had decided to give to the Coon Valley baseball program.
The April 10, 2008 annual meeting had set the 2009 annual meeting for April 9 2009 but since it was set before the statutory date for an annual meeting to be held it had to be rescheduled.
New Buseness
Motion to schedule the next annual meeting for April 15, 2010 at 7:30 p.m. made by Dave Marks, seconded by Ruth Amundson. All aye. Motion carried.
The assessor`s open book will be held on May 13, 2009 from 3:00 p.m. to 6:00 p.m.
Town of Coon Board of Review will be held on May 13, 2009 from 7:00 p.m. to 9:00 p.m.
Dave Marks asked where we were percentage wise on propety valuation . Orlan replied that it was in the 60`s percentage range. There would be a revaluation in 2011. Dave asked how come it was so low and Orlan said that the state had screwed up and had given the assessor wrong figures. The state had said the assessor`s valuations were too high. Dave Marks asked why valuations would go up when the market value goes down. Orlan advised him to talk to the assessor, Jerry Kins. Ruth Amundson would like to see a letter stating how valuations were assessed written by the assessor. Both Craig Storm and Dave Marks said more time should be allowed between the Open Book and the Board of Review so that a taxpayer would have time to collect and prepare his or her defense when making an objection at the Board of Review. Leon commented that a lot of the assessing valuations was set up by the state.
Dave Marks said he needed breaker run for the end of the first culvert on Mathison Ln off of Highway 14. The board would have the patrolman, Dale Haugrud look at it.
Ruth Amundson asked what the official rules pertaining to mobile homes. She could look at the Town of Coon Website for the zoning ordinance. The neighboring home harboring cats was under question.
Motion made by Dave Marks, seconded by Craig to adjourn the annual meeting. All aye. Motion carried.
