MINUTES OF THE TOWN OF COON BOARD OF SUPERVISORS MEETING

NOVEMBER 11, 2008


The Town of Coon Board of Supervisors met at the Coon Town Hall on Tuesday, November 11, 2008 at 1:00 p.m.at the Coon Town Hall.


Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Janice L Ihle, treasurer; Lorraine Bakkestuen,clerk and Dale Haugrud, patrolman.


Orlan Bakkum opened the meeting.


Motion made by Leon, seconded by Craig to approve the previous board meeting minutes as printed by the clerk. All aye. Motion carried.

The Fire Association will be getting three contractors to estimate cost of fire station building additions.


Leon and Orlan had been to a Smart Growth meeting. Nothing further on Town of Coon Comprehensive Plan.


Town of Coon will try to get under Vernon County bid to the state for road salt to lower the cost.


A zoning meeting will be set for rezoning for Tabby Town Cat Rescue.


Orlan had signed off on FEMA for storm damage repair costs. Should get about $39,655.


Town of Coon Budget Hearing is set for November 17, 2008 at 7:30 p.m. at the Coon Town Hall.


The question of trading in the present loader will be brought up at the budget hearing.


The next regular Town of Coon Board of Supervisors meeting is set for December 9 2008 at 1:15 p.m. A public hearing will be set for 1:00 p.m. on rezoning.


A discussion was held on the Town of Coon Sesquicentennial to be held on December 13, 2008 from 1:00 to 3:00 p.m. at the Coon Town Hall.


Motion made by Craig, seconded by Leon to adjourn the meeting. All aye. Motion carried.

TOWN OF COON 2009 BUDGET HEARING

NOVEMBER 17, 2008


The Town of Coon Budget Hearing was held at the Coon Town Hall on November 127, 2008 at 7:30 p.m.


Present: Orlan Bakkum, Craig Storm, Leon Minor, Janice L Ihell, Lorraine Bakkestuen, Orville Stendahl, Dave Marks, Ken Larson, Wyman Cade, John Sutton, Renita Williamson, Ray Williamson, John Harnish and Mark Paulson.


Call to order by Chairman, Orlan Bakkum.


Scott Haakenson and Bob Meurer from the Diamond Club of Coon Valley presented the benefits of the Youth Baseballl Program of Coon Valley. Twenty five children involved in the program were from the Town of Coon. The Diamond Club had raised had raised money for the program. They were requesting funds from the Town of Coon and other townships and the Village of Chaseburg. The cost for running the program was approximately $12,599 per year. The Diamond Club could raise $4000 per year. Bob Meurer listed all the several costs included in the program. They did not want to request a certain amount. Motion on this request tabled unitl the Special Meeting following the budget hearing.


Orlan Bakkum reviewed the proposed budget for 2009. He mentioned the proposed equipment fund to be set up for the purchase of new equipment when necessary and also the trading in of the present loader for a new one. The grader is a 1999 model. He also listed the mileage on the three town trucks.


Twenty five thousand dollers had been added to the highway maintenance. The proposed budget lowered the 2008 tax levy by $21,572.


The budget hearing was closed.


SPECIAL TOWN OF COON MEETING

NOVEMBER 17, 2008


Motion made by Ken Larson, seconded by Orville Stendahl to donate $250 to Youth Baseball program in Coon Valley. All aye. Motion carried.


Motion made by John Sutton, seconded by Renita Williamson to leave the perdiem for the Town Board of Supervisors the same. All aye. Motion carried.


Motion by Renita Williamson, seconded by Scott Haakenson to raise the Town of Coon Clerk wages by $850. All aye. Motion carried.


Motion by David Marks, seconded by Ray Williamson to raise the Town of Coon Treasuer wages by $850. All aye. Motion carried.


Orlan askd for a motion on the Town of Coon Highway expenditures. Dave Marks asked for a discussion on the highway maintenance. He asked what percentage of the proposed highway maintenance budget was for sealcoating. Orlan said approximately $167,000 was paid in 2008. This included 9 miles of sealcoating and several lanes which amounted to less than $20,000 per mile. The number of miles to be sealcoated in 2009 would be about the same. A lot of the increase in budget would be for fuel. The estimate for sealcoating for 2009 would be about $184,000.


John Sutton asked how long before sealcoating of roads would end. Orlan said that on the present 6 year program they would come back to the first year of the program and start over. It was suggested to skip a year or two on the program. Orlan said that after the 7th year the asphalt starts to break down. John Sutton said to buy a new loader but cut back on the sealcoating.


Motion made by John Sutton to reduce highway expenditures by $40,000. No second received. Mr. Sutton withdrew his motion.


Motion made by Dave Marks to lower the proposed highway expenditures by $25,000 which would lower to highway expenditures to $301,000 seconded by Ray Williamson. All aye. Motion carried.


Motion made by John Sutton to approve the tax levy of $258,002.80 for 2008,

 seconded by Scott Haakenson. All aye. Motion carried.


Moved by Ken Larson, seconded by John Sutton to close the Special Meeting. All aye. Motion carried.


Following the Special Town of Coon Meeting Orlan brought up the 150 year anniversay of the Town of Coon-the Sesquicentenial. A celebration lunch would be held at the Coon Town Hall on December 13, 2008 from 1:00 p.m to 3:00 p.m. He also mentioned that a zoning meeting would be held on the request on rezoning of 5 acres of land now owned by Orlan Holte for Tabby Town Cat Rescue , a non profit organization.


The Town of Coon Comprehensive Plan had to be approved by Jan1, 2010 to be able for the township to continure zoning.

The Town of Coon Board of Supervisors met at the Coon Town Hall on December 9, 2009 at 1:00 p.m.


Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Lorraine Bakkestuen, clerk, Janice L Ihle, treasurer and Dale Haugrud, patrolman. Also present was Ruth Amundson.


Orlan Bakkum opened the meeting.


A correction on minutes printed changing the time from 12:00 to 1:00 p.m. Motion to approve the minutes made by Craig, seconded by Leon. All aye. Motion carried.

Orlan reported that the Fire Association would be getting a grant from FEMA for Jaws of Life.


Nothing more on Smart Growth.


Tabby Town Cat Rescue rezoning request meeting was canceled.


No FEMA funds had been received on the repair of storm damage.


Budget hearing increased the wages for clerk and treasurer by $850 each, Allocated $250 to the Diamond Ball Club, $20,000 allocated to an equipment fund.


Motion made by Leon, seconded by Craig to trade the town loader for a new one . for $19,700.

All aye. Motion carried.


Ruth Amundson brought up the Sesquicentenial party to be held on December 13, 2008 at the Coon Town Hall. The lunch will include, cheese and cracker trays, cake, coffee and pop. A table will be set aside to show memorabilia of the Town of Coon. Plan for 75 people to attend.


The next regular Town of Coon Board of Supervisors meeting will be held at the Coon Town Hall on January 13, 2008 at 1:00 p.m.


An official meeting on update on highway 14 bypass will be held in January or February.


Town of Coon Caucus will be held at the Coon Town Hall on Saturday, January 17, 2009 at 10:00 a.m.


A road name change is in progress renaming Cut-A Cross Road to West State St. No address changes for Town of Coon residents.


Orlan to complete Boundary & Annexation Survey.


An update meeting on Vernon County Hazard Mitigation Plan to held December 13, 2008 at 1:00 p.m.


Motion to accept Schmiitz Inspection contract made by Craig, seconded by Leon. All aye. Motion carried.


The clerk was instructed to write a letter to Ted & Marie Glover stating that they would have to remove the mobile home placed on their property by December 1, 2009. They had been given permission for placing the mobile home on their property with the understanding they would be building a new structure.
