MINUTES OF TOWN OF COON BOARD OF SUPERVISORS

APRIL 8, 2008


The Town of Coon Board of Supervisors met at the Coon Town Hall Tuesday, Aprill 8, 2008 at 1:00 p.m.


Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Janice L Ihle, treasurer; Dale Haugrud, patrolman and Lorraine Bakkestuen, clerk.


Call to order by Chairman, Orlan Bakkum.


Motion made by Craig, seconded by Leon to approve the minutes as printed with correction on date of todays meeting. All aye. Motion carried.

Motion made by Leon, seconded by Craig to accept the treasurer`s report. All aye. Motion carried.


Motion made by Leon, seconded by Craig to pay all claims. All aye. Motion carried.


Dale reported that no sand or salt used and next year would need 1500 yards.


No fire calls reported


Orlan reported that the fire association was still working on fire station needs on building.


Smart Growth: Nothing more had been received on Town of Coon Comprehensive Plan. State had given a list of items they wish to be included in plan.


No new fire numbers except for Linda Cunroy.


No new building permits had been issued


Orlan had received information on children`s summer program. It was decided to bring the request for monetary help with the program from the Town of Coon.


Town of Coon Annual Meeting will be held at the Coon Town Hall on Thursday, April 10 at 7:30 p.m.


Spring cleanup days will be held at the collection site on April 18th and April 19th, 2008.


The next regular Town of Coon Board of Supervisors meeting will be held at the Coon Town Hall on Tuesday, May 13, 2008 at 7:30 p.m.


The clerk signed the affidavit of attendance at the Towns Association District Meeting held at the Radison in La Crosse for the Board of Review training.


Assessor`s open book on town assessments will be held at the Coon Town Hall on May 14, 2008 from 3:00 p.m. to 6:00 p.m.


Town of Coon Board of Review will be held at the Coon Town Hall on May 14, 2008 from 7:00 p.m. to 9:00 p.m.

MINUTES OF TOWN OF COON ANNUAL MEETING

APRIL 10, 2008


The Town of Coon Annual Meeting was held at the Coon Town Hall on Thursday, April 10, 2008 at 7:30 p.m.


Present: Orlan Bakkum, chairman; Craig Storm and Leon Minor, supervisors; Janice L Ihle, treasurer; Lorraine Bakkestuen, clerk, Ronald Hoff, Herbert Cornell, David Marks, Ken Larson, Wyman Cade and Justin Brown.


The annual meeting was called to order by chairman, Orlan Bakkum.


No reading of the 2006 annual minutes was required by the electorate present at the meeting.


Minutes of the 2007 annual meeting was read by the clerk, Lorraine Bakkestuen.


Motion to accept the minutes as read by Ken Larson, seconded by Wyman Cade. All aye. Motion carried.


A summary of Town of Coon Financial Report was read by the clerk.


Orlan Bakkum reported that the first payment on the sand and salt structure loan would be on September 30, 2008 in the amount of 13,954.29.


Herbert Cornell said it would cost extra on a 15 year loan.


The repayment of the loan could be brought up at the budget hearing meeting in the fall according to Orlan.


Dave Marks felt that shortening the repayment period would mean that we would paying for someone else


Motion made by Ken Larson, seconded by Dave Marks to accept the Town of Coon Financial Statement. All aye. Motion carried.


Old Business: Orlan reported that the new sand and salt shed had worked out very well this past winter.


He also reported that the board had shifted over to a new 6 year sealcoating plan. They reduced the number of miles from 13.6 miles to about 9 miles this year. They had been checking up on the purchase of a road sweeper for the Town of Coon.


Dale and Craig would be doing the road review this spring and judge how they were holding up.


Comprehensive plan: Leon had been working on it. The state had not accepted the Town of Coon Comprehensive Plan submitted.


Dave Marks asked if we were at the 90% point of where we need to be. Orlan said that was so.


Leon said they were told by the state to follow what the townships needed now its state law what they wanted to be included in the plan.


Orlan reported that the township had changed-now there were only 15 dairy farms in the township.


Orlan said that in 2005 we were at 90% of full value and now we are at 71%.


Orlan reported on the plans of the Fire Association to add on to the fire station which would include two bays added on the west side of the building. They would have builders to come in to make sure they would be in compliance.


New business: The next annual meeting would be held on the second Thursday in April 2009. Motion made by Craig Storm, seconded by Ron Hoff. All aye. Motion carried.


Assessors open book would be held on May 14, 2008 from 3:00 to 6:00 p.m. at the Coon Town Hall.

Board of Review would be held on May 14, 2008 from 7:00 p.m. to 9:00 p.m. at the Coon Town Hall.


Coon Valley Program: They noted it was costing them too much money with the number of participants outside of Coon Valley. It cost them $118 per child. They are requesting $35 per child participating from outside the Village. Ken Larson felt we should support the program. Dave Marks said that once you have helped one organization it opens the door for other requests.


Craig said that the township was here to maintain the roads although it was a good program.

Herbert Cornell agreed with Craig and said that we should not be supporting all these programs.


Orlan showed the GPS used for locating driveways and fire numbers.


Justin Brown asked about the driveway ordinance and building a road on his property purchased from Alf Tomtengen. This is a problem to be brought to the Zoning Committee. Could he build a cabin and not build a driveway was his question.


Motion made by Ron Hoff, seconded by Wyman Cade to adjourn the annual meeting. All aye. Motion carried.
